the address by Vice-Chairman, NCP, a presentation was made on
behalf of NCP bringing out the demographic profile of the country
and inter-sectoral concerns relating to Family Welfare, Woman
and Child Development, Education and Rural Development. |

The demographic picture in the country is uneven. The population
stabilization efforts are to be taken up mainly in the States
of Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Chhattisgarh
and Jharkhand, especially in the 133 identified districts with
TFR level more than 3.5. This requires a joint effort on behalf
of the Ministries and Departments dealing with social sector
programmes. The main purpose of convening this meeting today
as also the one which was held on 4th October, 2001 is to convey
the essential message about the need for coordination and convergence
of various government programmes and policies especially those
relating to the social sectors. |

As the increasing population
of the country is the most important factor responsible for
the prevalence of high level of unmet needs in various sectors
of development like health care, family welfare, education,
nutrition, water supply, sanitation, housing and problems relating
to the development of the rural sector, vigorously promoting
the small healthy family norm should form an integral part.
of the policies and programmes of all social sectors. Early
population stabilization would be of great help in achieving
the development targets and objectives in each sector. The experience
of Kerala and Andhra Pradesh have shown that rapid reduction
in birth rate can be achieved by the right mix of policies backed
by political and administrative commitment for implementing
them. |

The suggestions and advice
of the Ministers and Members of the Planning Commission and
Secretaries to the Government as how important, to carry forward
the national task of population stabilization are welcome. |

Population control is basically related to poverty and there
is a linkage between population growth and levels of poverty.
The political leadership of the country should understand that
unless rapid population growth is controlled, all efforts to
eradicate poverty and to improve the quality of life of the
people would be nullified. |

The
Commission should call a national convention of-political parties
in order to build up a consensus for introducing a system of
Incentives and Disincentives essential for achieving the objective
of population stabilization. There are hundreds of developmental
schemes and policies the benefits of which can be linked for
ensuring that everybody adopts the small family norm (e.g. issue
of ration cards, allotment of land, licenses for motor vehicles,
factories, etc. and loans and financial assistance for various
purposes). The progress in this sphere could only take place
if population control programme is linked to various economic
activities. |

At
the national level, there is a need for a new law for ensuring
population control. The Commission should also arrange meetings
firstly at the level of the Secretaries and subsequently at
the level of the "Ministers in order to achieve convergence
of social sector programmes for promoting population stabilization. |
|
As
far as the Department of Rural Development is concerned, it
has been decided that the IEC activities relating to all programmes
will also carry population stabilization messages. |

Population stabilization is essentially a problem of the poor,
illiterate and those living in rural areas. The question is
how to reach them through IEC. With regard to the programmes
of the Ministry of Information and Broadcasting, it may |

every
Ministry is giving some work to them. But the conditions
of the Anganwadi Workers need an upgradation for making
them more effective. |

The Department of Woman and Child Development was successful
in getting the cooperation of religious leaders against
the practice of female foeticide. |

7.
There is serious lapse on the part of the State Governments
in lifting the foodgrains supplied to them free. It is necessary
to look into this state of affairs because these foodgrains
can be used as an effective instrument for bringing the children
to schools and also for bridging the nutritional deficiencies. |

8.
IMR and MMR are the main problems. To bring them down nutritional
deficiencies have to be addressed. |

|
Department
of Rural Development should start the Food for Work
programme. |
| ii.
|
|
The
NGO network can also be involved in ensuring delivery
of services to the rural areas. |
| iii. |
|
The
ISM&H practitioners with some training can be used
to cover the infrastructure gaps in the delivery of
health care and family welfare services. |
